Well Flash is something that was used a lot in the industry in the past but lately besides cartoons there are less people using Flash, ToonBoom is used only for animation which means that you can't do anything besides that. If you learn flash tho and you get the hang of it you have more room to create even more stuff! With Flash you can turn your animations into games and theres a whole lot of other stuff. So If the only thing you want to do is animate then maybe ToonBoom is better but if you want to animate and then keep learning to do even more amazing stuff then Flash!
